The Rehabilitation Council of India (RCI) is a statutory body established under the Rehabilitation Council of India Act, 1992. Its mandate is to regulate and standardise training programmes and maintain a central register of all qualified professionals working in the field of rehabilitation — including clinical psychologists, special educators, audiologists, speech therapists, and occupational therapists.

RCI registration is not voluntary professional membership. It is a statutory requirement for practice in specific roles — including conducting assessments for disability certification, providing psychological services in educational settings, and producing reports accepted for examination accommodations.

To be registered with the RCI as a clinical psychologist, a professional must hold a minimum of an M.Phil in Clinical Psychology from an institution recognised by the RCI. The M.Phil in Clinical Psychology in India is a two-year postgraduate programme following a master's degree in psychology. It involves supervised clinical training — psychological assessment, therapy, and rehabilitation — across hospital and community settings.

This means an RCI-registered clinical psychologist has: a minimum of seven years of university-level education in psychology (bachelor's + master's + M.Phil), supervised clinical training in psychological assessment using standardised tools, supervised clinical training in psychological therapy, and statutory recognition by the Government of India as a qualified rehabilitation professional.

Conduct psychological assessments for disability certification:

Under the RPWD Act 2016, disability certificates — which unlock educational accommodations, welfare benefits, and legal protections — require assessment by specified qualified professionals. Clinical psychologists with RCI registration are among the specified professionals for psychological and neurodevelopmental disability assessment.

Produce reports accepted by CBSE, ICSE, and state examination boards:

CBSE and other examination boards require reports for accommodation applications to come from RCI-registered professionals. A report from an unregistered practitioner — regardless of their apparent qualifications or the quality of their work — will not be accepted. This is a formal requirement, not a discretionary preference.

Diagnose neurodevelopmental conditions using validated clinical tools:

Diagnosing autism spectrum disorder, ADHD, specific learning disabilities, and other neurodevelopmental conditions requires specific training in diagnostic tools (CARS, ADOS, WISC, Conners, BRIEF) and supervised clinical experience in their use. RCI registration provides this foundation.

Provide psychological therapy within a regulated professional framework:

RCI-registered psychologists practice within a regulated framework with professional accountability. If a report is inaccurate, if advice causes harm, or if professional standards are breached — there is a formal complaints and accountability mechanism through the RCI. With unregistered practitioners, there is no such mechanism.

Provide expert opinion in legal and educational proceedings:

In cases involving custody, child protection, special educational needs, or disability rights under the RPWD Act, the opinion of an RCI-registered clinical psychologist carries statutory weight. An unregistered practitioner's opinion does not.

This is not about dismissing the many well-intentioned unregistered practitioners in India. Some counsellors and therapists provide genuinely helpful supportive care. The issue is specifically about the consequences for a parent seeking assessment for a child with a neurodevelopmental condition who needs formal documentation:

The report will not be accepted by CBSE or other examination boards — the accommodation your child is entitled to becomes inaccessible because the documentation does not meet the requirement

The report may not be accepted by schools for accommodation purposes

The disability certificate process requires qualified professionals at government institutions — a private assessment by an unregistered practitioner cannot substitute

There is no professional accountability — no regulatory body to complain to if the assessment is inaccurate or incomplete
